Business process reengineering (BPR) is defined as "the fundamental rethinking and radical redesign of processes to achieve dramatic improvement in critical, contemporary measures of performance such as cost, quality, service, and speed." WARDEN assists clients with all aspects of organizational improvement and transformation:

  • Reviewing current configurations, performance, and structure; assessing the organization "as is";
  • Working with the organization to develop a more effective and efficient business model, considering all internal and external contributing factors;
  • Developing a strategic plan for the future and identifying schedule, cost and resource constraints;

WARDEN provides expert consulting during all steps of an agency's change process to develop solutions for the future. A central theme running throughout WARDEN's support services is helping clients establish their core competencies. These core competencies provide focus for the entire organization and offer leaders a means of concentrating available resources to best effect, while providing a vision, to guide the enterprise's strategic business planning and implementation. A process is the method taken to develop a particular output or product. Identifying the activities which comprise a process enables us to use such techniques as benchmarking against similar "best practices." By assisting clients in establishing their core processes, we make a significant contribution towards determining their ultimate organization. Clients can then focus on and efficiently resource relevant business areas and divest themselves of non-core processes.

SIN 874-2: Facilitation Services

WARDEN's personnel are accomplished at providing facilitation and related decision support services to agencies engaged in collaborative efforts, working groups and integrated product or process teams. They recognize the need for, and are experienced at, bringing together diverse teams and/or groups with common and divergent interests. The WARDEN personnel have the skill and training to function as a neutral party to assist in facilitating communications to resolve issues and to reach organizational goals and objectives. Software tools are used to conduct and electronically capture group brainstorming; vote, rank and prioritize ideas, options and data; develop, administer and analyze surveys; resolve disputes, disagreements and divergent views; and perform process modeling and simulation. We facilitate organizations through their problem solving efforts in an objective and unbiased manner. WARDEN's highly skilled and experienced personnel have provided facilitation and decision support services to most of our major clients on projects that have ranged from small team efforts to supporting multiple organizations in collaborative efforts. Facilitation has become a valuable and successful tool in our strategic planning, reengineering and process improvement support.

WARDEN's  facilitation services support clients' efforts to achieve management excellence using proven problem solving and facilitation tools. Cause and effect analysis, flow charting, modeling, simulation and statistical analysis are used in group meetings, conferences and off-site forums to help customers operate more effectively and efficiently in groups, and to learn and apply facilitation skills themselves. COTS analytical software is used to develop a vision, set a strategic agenda, perform strategic exploration and planning using decision support and alternatives analysis tools and to make fact-based problem solving decisions.

WARDEN creates an environment in which senior executives can fully participate in developing organizational performance goals and defining or refining an agenda. Automated support is used to effectively manage session agendas, capture comments on ideas, and quickly and easily merge, group and consolidate large volumes of information. Standardized training courses and workshops are designed for topics including strategic planning, business process reengineering, process improvement, change management, quality management, team building, performance measurement, benchmarking and performance problem solving. WARDEN provides and conducts standard COTS training packages on a variety of MOBIS-related topics. Topics covered in the training packages include customer service, team building, performance measurement, improving leadership skills, business process reengineering, strategic planning, quality management, benchmarking, process improvement, and change management. All of WARDEN's training offerings are geared to improve management excellence in our customers' organizations. Training in the recognized elements of process improvements, industry standards, and Government regulations or initiatives is fundamental for building a common approach geared to organizational objectives in compliance with governing legislation.

WARDEN customizes training packages for MOBIS-related topics geared to the specific agency, organization and activity. WARDEN customization of off-the-shelf training also includes workbooks, training manuals, slides, and state-of-the-art computer-based training. The current budgetary environment mandates that the Federal Government make every possible effort to:

  • Maximize the effectiveness of services delivery,
  • Minimize the cost of services, and
  • Free the Government worker to achieve these goals.

In achieving these goals, the Government must try to balance the concerns of all parties; Management, workers, customers, unions and private sector.

A safe alternative to large and subjective reform programs is the concept of Inherently Governmental and Commercial Services Management.  This is the concept of using acquisition and management sciences to determine the most effective and cost efficient methods to operate missions suitable for inherently governmental, public commercial activities or private sector performance. In the Federal Government, tools include the recently renamed Commercial Services Management program (renamed fro the Competitive Sourcing program) and OMB Circular No. A-76, Performance of Commercial Activities.
